Electricity Rules & Introduces Smart Metres, ToD Pricing

On June 23, 2023, the Electricity (Rights of Consumers) Rules, 2020 were amended to include two improvements to the current power pricing structure. The Centre has introduced time of day (ToD) tariffs through the modifications, and it has streamlined the rules for smart metres.

 

What does time of day (ToD) pricing mean?

The price you pay for energy will fluctuate depending on the time of day rather than being paid at the same rate throughout the day.  Rates will be 10%–20% cheaper than usual under the ToD tariff scheme during solar hours, which are the eight hours of daylight designated by the State Electricity Regulatory Commission. The rate will increase by 10% to 20% during busy hours. Commercial and industrial users with demand of 10 kilowatts (kw) or more from April 1, 2024, would be subject to the ToD rate.The revised tariffs will be applicable to all other customers, excluding agricultural users, as of at least April 1, 2025.

According to RK Singh, minister of electricity and new and renewable energy, the ToD benefits both customers and the power sector. Consumers are given pricing signals to control their load in accordance with the tariff by the ToD tariffs, which include distinct charges for solar hours, regular hours, and peak hours. Customers may lower their power prices by being aware of and using the ToD tariff system effectively. Customers may now schedule their usage to use less energy, scheduling more activities during solar hours when energy costs are lower, according to the ministry.

The ToD tariff is acknowledged by the whole electrical industry as a crucial demand-side management tool that encourages users to shift some of their loads from peak to off-peak hours. ToD tariff implementation is already permitted and encouraged by a number of legislation measures.

What is a provision for smart metres?

The previous fines for exceeding the maximum sanctioned load or demand by consumers are lessened by the streamlined rules for smart metres.  According to the amendment, a consumer will not be subject to any penalties following the installation of a smart metre based on the upper limit demand recorded by the smart metre for the time before to the installation date.

The process for load revision has also been rationalised, and now only after the sanctioned load has been exceeded at least three times in a financial year will the maximum demand be amended upward. Additionally, smart metres will be remotely read at least once every day, and the data will be made available to customers so they may make educated consumption decisions.

The government announced the Electricity (Rights of Consumers) Rules, 2020 on December 31, 2020.
