PM Gati Shakti Master Plan: An Economic Development Strategy with Multiple Modes

A national government programme called the PM Gati Shakti Master Plan (NMP), which was formally unveiled in October 2021, aims to improve the coordination, planning, and implementation of infrastructure projects in India while lowering transportation costs.  This plan’s major objective is to encourage the construction of a multi-modal connectivity network that connects various economic zones, ports, and maritime industries. 101 ports & shipping projects, with a total estimated cost of Rs. 60,872 crores, have been selected as part of this plan and will be carried out under PM Gati Shakti. 13 of the 16 projects—totaling Rs. 4,423 crores—have already been finished.

The idea will house numerous government departments under one roof, including those for roads and highways, trains, and many more. Geo-Satellite imagery and Big Data will make it easier to implement land & logistics strategies effectively on the ground. In the “Innovation-Central” category, the PM Gati Shakti Master Plan also won a prize for excellence in public administration for the year 2022. At the 16th Civil Services Day Celebration, Prime Minister Narendra Modi gave the award.

What exactly is the Master Plan of Gati Shakti?

The expansive PM Gati Shakti Master Plan is a digital platform that is integrated. It was developed to address persistent problems like:

  • Inadequate planning
  • Absence of rules
  • Obstacles to approvals
  • Delivery is delayed, and
  • Implementation of infrastructure capacities

More than 200 layers of geographic data, including details on the current infrastructure, will be available on the platform.

Additionally, it will enable several government departments to keep track of numerous projects’ advancement in real time from one single place. Through integrated planning & fewer overlaps in implementation, the platform aims to improve last-mile connection while reducing logistical expenses. It accomplishes this by merging infrastructure projects from many governments and ministries.

The government wants to coordinate infrastructure projects from multiple ministries & state governments through this platform. It will bring together plans like:

  • Sagarmala
  • Dry/land ports
  • UDAN etc.
  • Inland waterways
  • Bharatmala

The following economic clusters will also be discussed:

  • Pharmaceutical
  • Defence arteries
  • Fishing
  • Agricultural
  • Digital Parks
  • industrial thoroughfares
  • Textile

A project monitoring team inside the Department of Promotion of Industry & Internal Trade (DPIIT) will keep an ongoing eye on important initiatives. They will also notify a group of ministries of any inter-ministerial issues so that they can work to resolve them.

PM Gati Shakti’s Master Plan’s Six Elements

Completeness: The PM Gati Shakti Master Plan would combine all ongoing and future projects from all Ministries and Departments into a single, centralized portal. This will provide each department a greater understanding of the other’s operations and provide essential information for meticulously planning and carrying out projects.

Prioritization: Departments will have the freedom to priorities their initiatives successfully thanks to cross-sectoral contacts and communications.

Optimization: After identifying crucial gaps, the PM Gati Shakti Master Plan would assist various ministries in understanding and planning for initiatives. The project will assist in choosing the fastest and least expensive path for moving items from one location to another.

Synchronisation: Because Ministries and Departments operate independently and in silos, there can occasionally be delays and inefficiencies in the planning and execution of projects as a result of a lack of communication between them. The PM Gati Shakti Master Plan would provide comprehensive planning and coordination by coordinating the actions of all levels of government and departments.

Analytical: The PM Gati Shakti Master Plan will use GIS-based spatial planning & analytical tools with 200+ levels to combine all data in one spot, giving the executing agency better insight and transparency.

PM Gati Shakti Master Plan: 25,000 km of new national highways

The PM Gati Shakti National Master Plan, which aims to promote economic growth & sustainable development, has a revolutionary potential, as Finance Minister Nirmala Sitharaman emphasized in her presentation of the budget on February 1, 2023. Roads, railroads, airports, rivers, ports, mass transit, and logistics infrastructure are the seven core sectors that the project will address. By smoothly integrating various sectors, the plan will coordinate efforts to advance the economy.

The establishment of cutting-edge modern infrastructure and effective logistical coordination across numerous modes of transportation & project locations would be the main goals of this master plan, according to Sitharaman. Productivity will increase, economic growth will be stimulated, and development will be supported.

She also said that in 2022–2023, the government will create the PM Gati Shakti Master Plan, which would be solely focused on highways and allow for the quick and smooth movement of people and products. The country’s national highway system will be extended by 25,000 km during the same period.
