Formation of CIDCO
– Mumbai’s population increased by 50% between 1951 and 1961, and by 80.8 percent in the following decade. The city’s growing industrial and commercial importance led to its rapid growth. – The Maharashtra government decided to investigate metropolitan issues in a geographical context, as suggested by the Barve committee. The government named a new committee in March 1965, which was headed by Prof. D.R. Gadgil, then-director of the Gokhale Institute of Politics & Economics in Pune.
– This committee was tasked with developing broad principles of regional planning for the Mumbai, Panvel, and Pune metropolitan regions, as well as making recommendations for the creation of metropolitan authorities to prepare and implement such plans.
– In March 1966, the Gadgil committee submitted its report. It was suggested that regional planning boards be established for notified regions, beginning with Mumbai and Pune. It also proposed that a Regional Planning Act be passed to create such commissions.
– A proposed decentralization of industrial growth in the Mumbai region, as well as the expansion of the mainland area as a multi-nucleated settlement, were also recommended by the Gadgil committee.

The board’s draught regional plan was completed in January 1970. It suggested building a city on the mainland to the east of the harbor to draw employment and people away from Mumbai.

As a result, on March 17, 1970, the City and Industrial Development Corporation of Maharashtra Limited was created under the Indian Companies Act, 1956.
– By February 1970, the government had issued a notice for the purchase of privately owned property within the current boundaries of Navi Mumbai, which included 86 villages and covered 159.54 km2. In August 1973, land belonging to nine other villages, totaling 28.70 km2, was also allocated for inclusion in the project area.
– CIDCO was elected the project’s New Town Development Authority in March 1971. CIDCO resolved to prepare and publish a development plan in October of that year, as mandated by the Maharashtra Regional and Town Planning Act, 1966.
– The corporation began operations as a wholly-owned subsidiary of the state government, with an initial subscribed capital of Rs. 3.95 crores. It was tasked with building required social and physical facilities and had the right to recoup all construction costs through the selling of land and built assets.
– The aim was to relocate people and businesses from Mumbai to Navi Mumbai, which would be geographically, socially, and environmentally friendly. From the 1970s to the 1990s, the proposed city was expected to add two million inhabitants and 750,000 jobs.
– In the 1980s, the effect of Navi Mumbai on Mumbai’s development could be seen. Greater Mumbai’s population growth rate was 10% lower in 1991 than in the previous decade, according to the census. For the first time in its history, development in the island city (which is part of greater Mumbai) was negative in the 1980s.
– This phenomenon can be traced in part to the expansion of expanded suburbs and in part to Navi Mumbai, which offered a different direction for development.
