Siddharth Nagar, popularly known as Patra Chawl, is a neighbourhood in Mumbai’s Goregaon district. In order to better the region, the Maharashtra Housing & Development Authority (MHADA) started a reconstruction project in 2008. Guru Ashish Construction Private Limited (GACPL) was commissioned to renovate the neighbourhood and rehabilitate 672 tenants.

GACPL was planned to construct flats for MHADA, provide apartments to the residents, and sell the remaining land to private developers. The Enforcement Directorate (ED) asserts that GACPL violated the terms of the contract by selling the floor space index (FSI) to private developers and pocketing the money in the process.

People who wished to purchase apartments in the vicinity also paid money to GACPL. The Housing Development Infrastructure Ltd. (HDIL), which is being investigated for an alleged scam of Rs. 4300 crores, has GACPL in its portfolio. Pravin Raut and other GACPL partners have been charged by the ED with deceiving the MHADA. Additionally, they are suspected of using the proceeds of unlawful activities for personal advantage, including contributing to the family of MP Sanjay Raut.

Although the rent was meant to be paid until the project was complete, it was only paid until 2014–2015. GACPL received a termination notice from MHADA in 2018 as a result of non-rent payment, delays, and irregularities. Following a lawsuit brought in the Bombay High Court by nine developers who had purchased FSI from GACPL, the project was suspended, leaving the tenants without housing.

Wings A, C, D, & B (partially) of the Kalpataru Radiance project and A & B of Ekta Tripolis are the two projects for which OCs have been issued.

The Bombay High Court recently ordered the MHADA to grant OC to projects that are constructed in compliance with regulations and satisfy all legal conditions. Over 1000 homebuyers will profit from this choice as a result. By the end of this year, the apartment buyers will be able to take possession thanks to the OC.

Rent arrears will be paid to Patra Chawl residents in April 2023 at a rate of Rs 25,000 per month

Over 672 Patra Chawl households in Mumbai would receive rent arrears for the time period of January 2018 to February 2022, per a decision made recently by the State Government of Maharashtra. The arrears would be paid to qualifying candidates at a rate of Rs 25,000 per month. The previous administration had decided to start paying rent arrears in March 2022. At this point, the redevelopment project was taken over by the Maharashtra Housing & Area Development Authority.

Residents approved the demand to accept the arrears from the time the developer was booted out by the NHAI at a recent meeting between the Resident Welfare Association (RWA) and the authorities of MHADA. The cut-off date for the calculation of arrears has remained January 2018. The Patra Chawl renters were greatly relieved by the decision because excessive rents had forced many city residents to move out. The arrears would be settled in one lump sum. The government has also agreed to take into account the tenants of other projects that have stopped when calculating arrears.
